Chris Boyd

General Manager
 Chris Boyd

Chris manages the daily functions of the District and works closely with the Board of Directors to carry out policies and goals. 

Background

He was hired as Mustang General Manager in 2002 and has over 30 years of managing delivery of public services.

In addition to his Mustang responsibilities, he currently serves as President of the Texas Rural Water Association, member of the Texas Water Development Board Region C Water Planning Group and represents Mustang as a Director of the Upper Trinity Regional Water District.  

Education

He holds a B.S. from Texas A&M University and a Master of Public Affairs from the University of Texas at Dallas. Upon graduation from A&M, he served as a U.S. Army Officer.


Aldo Zamora

Water Reclamation Operations Manager
 Aldo

Aldo manages all wastewater collection operations of the District. He directs all wastewater field operations personnel and assures continuous monitoring of infrastructure.

Background

Aldo has over 20 years of experience in public utility operations and management. His past positions include Water Plant Operator for the City of Harlingen, Source Water Protection Specialist and Sampling Technician with the Texas Rural Water Association.

Education

Aldo currently holds Class A Surface Water and Class 1 Wastewater Licenses issued by the Texas Commission on Environmental Quality. 


Dustin Blank

Water Operations Manager
 Dustin

Dustin manages all water distribution operations of the District. He directs all water field operations personnel and assures continuous monitoring of infrastructure, as well as ensuring water quality.

Background

Dustin has over 10 years experience in Public Works including Water Treatment, Water Distribution, and Wastewater Collections. 

Education 

With over 260 Water Training Hours Dustin is a Certified Water Professional, holding a Class A Water Operators License, Class III Wastewater Collections License, and Customer Inspector License issued by the Texas Commission of Environmental Quality. He hold a B.S. in Liberal Arts from the University of North Texas.

 

Alyssa Bennett

Administrative Services Manager
 Alyssa

Alyssa is responsible for the management, control, and administration of all utility billing for the District. She also manages the customer service team, ensuring our customers receive the very best service possible.

Background

Alyssa has been with Mustang for 9 years, and has served in various positions within the customer service department. She holds several different customer service and management certifications. 



Teresa Hayduk

Financial Services Manager
 Teresa

Teresa is responsible for the daily functions of the Finance Department and management of the department's staff.

Background

Teresa has over 30 years of experience in the field of accounting. She has worked in public accounting as well as the private industry, where she has gained a wealth of knowledge in many different aspects of accounting and finances. Her heart is with training and supporting her staff.

Education

Teresa holds a B.B.A. in Accounting from Florida Atlantic University. She is also a Certified Public Accountant. 

 

Colton Smith 

Development & GIS Manager
 Colton

Colton is responsible for primary functions pertaining to new development within the District. He directs the development services team, assuring smooth proceeding on the rapidly growing infrastructure within the District.
 

Background

Colton is the newest member of the management team at Mustang. He began his career here in 2020, bringing with him experience from a background in both finance, and in engineering.
 

Education

He holds a B.S from Texas A&M University.





Ken Skillman 

District Engineer
 Ken S

Background

Upon graduating from West Point, Ken served as an Engineer Officer in the U.S. Army, He is a licensed professional engineer with nearly 10 years of experience managing construction projects.
 

Education

He holds a M.S in Civil Engineering from Missouri University of Science and Technology and a B.S. in Civil Engineering from the United States Military Academy.










Kimberly Nichols 

Assistant Board Secretary

Kim

Kimberly provides administrative & executive support to the General Manager. She works with all levels of the District, as well as external organizations and customers.

 

Background

Kimberly has over 20 years’ experience in District Customer Service Management. She was hired at Mustang SUD in 2016, then moved to our finance department, then promoted to the Executive Assistant of the General Manager.

 

Education

Kimberly holds a B.S. from the University of North Texas and M. ED for Dallas Baptist University.
